My neighbor across the street has a large German shepherd that is outside nearly 24/7/365. He constructed awning and keeps food and water outside to skirt past any animal cruelty laws. This is true during Texas heat and cold. Extremes of 115f and 30f.
On average, the dog barks once every 3.5 minutes. I randomly track bark intervals to see if it’s getting more or less stressed and it breaks my heart. If it barks excessively after 10pm (noise ordinance), he takes it inside to skirt any noise complaints. Most nights it’s outside and stops barking around this time
I’m not entirely sure what to do at this point. Animal control will submit a general complaint to him but they won’t do so without me providing my name (Williamson county) and I’d rather not get my car keyed and getting bad mouthed to other neighbors as a snitch. I tried discussing the topic with him once outside and he just turned and walked back inside.
I feel very bad for this animal. It seems like it barks excessively because it’s stressed out all the time. It’s truly frustrating. Any recommendations?
