My roommate is neglecting her dog severely. Doesn’t take her on walks, doesn’t leave water for her, leaves her locked in a room all day, has left a harness on her for so long before that the dog was left with a bald spot, etc. The dog is suffering and is forced to pee and shit in the room while she is just out all day and night. I have video and picture evidence of a lot of these things described. What can I do other than just calling 311? I really want to improve this dog’s living condition, but I cannot afford nor do I have the time to take care of her dog for her. I do what I can, but things have gotten out of hand. At this point it seems like anything is better than the current living situation.
